I use the functions csape.m an ppval.m within the matcompat package.
You can find it here

But I'm afraid you have to use Octave 2.1.x. That is no problem if
you have Debian GNU/Linux (what I encourage you to to), otherwise you
have to compile Octave. But until now I never had an problem
compiling Octave under Linux.
