installation

hi there
im using windows 98 on my pc.
matlab software is expensive and i heard octave is similar to matlab.
i entered octave web site and tried to download it,but a window
of log in opened saying that he needs name and password to
open the ftp server(it was written that octave.org is on ftp
server),so i went to ftp://ftp.math.uni-hamburg.de/pub/soft/math/octave
and install the files but nothing happened............
m i doing wrong?
