The Octave web page says: ``enhancements to Octave that are written as
function files in Octave's scripting language are not required to be
redistributed under the terms of the GPL''.

What part of the GPL license is used in this argument?

What about using octave as a _shared library_ for libraries in a
LGPLed project? Is this possible, or must that project be GPL too?
