You could try pwelch from matcompat

I see that I may have a couple of problems with the code: one is that I
am calculating the confidence intervals using a less than optimal method
(faster but less accurate than it could be), and the other is that I may
be returning 1 too few elements for even length FFTs. You've been warned!
