Odd sum() behavior

I don't want to send a bug report because usually what I think
is a bug ends up being user error, desired behavior, blah blah blah.
But, shouldn't this work differently?
Octave >> a=rand(1,4)
a =
0.51571 0.25920 0.00946 0.45250
Octave >> sum(a,1)
ans = 1.2369
Octave >> sum(a,2)
ans = 1.2369
Octave >> version
ans = 2.1.32
I'm using the Debian .deb from Dirk 2.1.32-2
PS My apologies if this is already patched. I couldn't get
through to www.octave.org and I wanted to get this question
out.
