Cygwin Texinfo 4.0

A followup to the recent texinfo discussion ...

The latest cygwin release now includes texinfo-4.0.  (I posted a request
for texinfo-4.0 on the cygwin-apps mailing list and someone took care of
it in a few days.)  Info and makeinfo should work fine with octave under
cygwin.
