help -i not working

Hello;
I am running Octave an a Windows 98 system. I have tried both the stable
version 2.0.13 and have also downloaded and installed version 2.0.30. The
problem I am having is that the help command can not find the info files.
When I type help -i which should bring up the info reader, I get an error
message info: not found.
I have checked the INFO_FILE variable and it is set to the directory
where the octave.info files are. What can I check?
