ANNOUNCE- Octave for Windows

I have put together a package which installs Octave 2.1.30 on a 
window machine.  It includes everything needed in one .zip file.  
This package takes care of everything, including the install.  The 
installer is just a primitive .bat file, which does not give you any 
options of where to install, but it does provide a working Octave 
binary on the Win32 platform.  It is available at
