A 2.0.xx compatible version of Scottedward's OCST is

    ftp://ftp.ifr.ing.tu-bs.de/pubControlSW/OCST-stable/ocst-stable-1.4.tar.gz

It should work with almost any Octave (including 2.1.xx).
No development will be done (except bug fixing) for this version.
As Scottedward pointed out you will need 2.1.xx for the new OCST.
