A generic "short" answer is: if it's possible to do in Matlab 4.x, odds are
that it can be done in Octave.  I say 4.x because Matlab 5 introduced
multidimensional arrays and cell structures, while in parallel Octave
introduced linear "lists" (sort of like 1-D cell structures).  For
this reason I say that Octave is "95% compatible with MATLAB," meaning
that MATLAB users can easily migrate to/from Octave, but MATLAB m-files
often require some (small) modifications.

As to whether functions have been written for your purpose, that I can't
answer.  Octave has fairly extensive toolboxes included for signal processing,
control systems (in the "bleeding edge" versions), etc.
