       Can I solve the following problem with Octave ?
   
       Minimize f(x,y,z)
       subject to     g(x,y,z) <=0
                           h(x,y,z)<=0

You should  have a look at ftp.mathworks.com,   under contrib/optim.  There
are a variety of methods, some of which may do the job.
