You could write something like
  MAKEFLAGS := --include-dir=$(FRED_DIR)/mkfiles
in your makefile, but I'd prefer specifying the path in the
include directives:
  include $(srcdir)/$(makefilesdir)/whatever.make
and passing $(srcdir) and $(makefilesdir) to each submake, e.g.
  $(MAKE) srcdir=$(srcdir) makefilesdir=$(makefilesdir) \
    --directory=build-directory somegoal
