GNU make, like all FSF packages, is distributed in source format.
Before you can use it you need to compile it. There are instructions
for that in the README.W32 file you'll find in the directory after you
unpack it.
Note that there is a known bug in that version of GNU make which causes
the compile to fail. You need to add the hash.obj file. What file you
add it to depends on which method you use for compiling (batch file,
nmake, etc.)

GNU make, you can ask on the address@hidden mailing list which is
where Windows users of GNU make tend to hang out.
