dependency on the existence of a file

We're using gmake 3.80.

We'd like to create dependencies such that making a binary will build the 
shared objects if they don't exist, but, if the shared object changes (either 
directly or because its dependencies have changed), the binary should not be 
rebuilt.  How can this be
done?
