I'm not sure I'm understanding your terminology correctly, but if I am
then this is not what's happening. Make doesn't expand globbing
characters like * in command lines; make just passes the command lines
to the shell.
If you don't want the shell to expand them, then you need to escape them
properly (using quotes or backslashes). See the sh man page for
information on shell syntax.
