Hi Matthias. Thanks for the report, and thanks for working on getting
autoconf 2.70 into Debian.
I can't reproduce the build failure, I tried building libidn2 2.3.0-4
(the version in unstable) and then 2.3.0-1 (which you tried), with
autoconf 2.70 from experimental, but both built okay although I got some
new warning messages (which I'll fix upstream).
Quoting your log:

I suspect something was fixed in autoconf between the beta release that
Lucas tried and the 2.70 from experimental.
