Hi!  Thanks for the report.  fig2dev shouldn't be required to build
Libidn.  I suspect the problem is due to a buggy "make" which triggers
the maintainer-only rules unnecessarily (the theory is supported by
the re-making of all Makefile's as well).  Try building with GNU make
instead.

Btw, another workaround would be to install fig2dev, it is part of the
transfig package, see <http://www-epb.lbl.gov/xfig/>.
