As you are talking about binaries, I guess you mean Debian GNU/Hurd.
Well, as long as you have networking going (or at least a networked
GNU/Linux installation on the same box), you can install with about
any method (ISO, tarball, crosshurd) and upgrade from there.

No, the tarballs generated from it get outdated. Crosshurd breaks from
time to time, but it works pretty well right now and it seems there is
attention drawn towards it.
