You're boot sequence is wrong.  But if you correct it, how exactly
does it differ from my explanation?

What does this mean?

This is just bogus, console-run gets executed _after_ auth and proc.
Look at [hurd]/init/init.c.  And you are not passing an option to
console-run.  Look at the code!
