gbutils (http://cafim.sssup.it/~giulio/software/gbutils/index.html) is an
econometric package which is based on GSL. I used GSL to write several
other programs for research and teaching. All my coauthors and students
tend to use GSL.

3. Are you willing to develop and contribute the features you want?

I already wrote code for constrained minimization based on the GSL
minimizers. I would be happy to contribute it. Quality should be checked
against GSL standards, though. My code is good enough for my purposes but I
cannot guarantees it is good enough fro everybody purposes.
