@Greg I'm neither Windows nor VS savvy, but by judging for what I have found
you have a difficult task ahead of you:

The thing is the gsl people advise to use cygwin to build the library.

Do you have to use VS for this project? Have you tried asking on a VS forum
about using cygwin? Would be Eclipse CDT an option for you?

BTW, have you tried Germán solution? If you did please let us know how it
worked.

@ John The gsl people report having floating point issues using MinGW (at
least on version 1.15), can you report anything from your own experience?
