Sorry correction - not the 'user'. Whether I may charge $X before an anonymous 
person may access the source code.
I understand you must provide 'users' (people who purchase the binary 
application) the source code for free on request.

Yes, under the GPL once they have the source they must be able to redistribute 
it as they see fit so they may charge people for it or give it away for free.
However they must distinguish it from your version (you may trademark the 
product name for instance as Mozilla do) and provide proper attribution - i.e. 
they must indicate their application is based on your source code.

My main question is whether you are allowed to charge $X before the user may 
access the source code.

- Charge $X for an application binary and required written offer to provide the 
source code for free
- and charge anything up to $X for the source code only (for people who do not 
purchase the binary)

And would it then be allowed for someone to pay $X for the source, and then put 
it up on their own website and distribute it for free (with attribution, and 
under GPL, etc) ?
