I have a hp spectrex360 15t laptop.
When I have a optical usb mouse plugged in and boot the laptop the

If I take out the usb mouse adapter GRUB works fine.
For what it's worth, I see vaguely similar behavior on my IBM x3100M4
workstation. In my case, there are a handful of USB devices that, for
whatever reason, cause the server to freeze and/or reboot immediately
after the GRUB menu disappears. When I need to reboot the machine, I
have to remember to disconnect those devices (which means rebooting
remotely is impossible).
USB wired keyboard and mouse: boots fine.
USB RS-232 serial converter (Prolific): boots fine.
USB wireless keyboard/mouse receiver (Logitech): reboot after the GRUB menu
USB wireless mouse receiver (MosArt): boots fine
USB audio DAC (Behringer): reboot after the GRUB menu
USB webcam (Logitech BRIO): hangs with a blinking cursor after the GRUB menu
