Sounds like a firmware bug.
\- Made bootable USB media under Windows using Rufus (for legacy
BIOS/MBR target) and confirmed working
What bootable media ? Using what image and/or bootloader ?
What do you mean by "confirmed working" ?
Did you try to run ls after booting GRUB from USB ?
