[Grub2 for Windows] How to generate a grub-install.exe to directly install grub on windows.

Hello everyone, I am in a project that requires to do a modification on
grub code then compile and generate a .exe to install on Windows via
grub-install.exe (just like this
https://www.aioboot.com/en/install-grub2-from-windows/). I don't know how
to do it. I tried to install cygwin to emulate a linux in windows to build
grub but it doesn't work since the paths are all diferents.Is there a way
to get the source code of
ftp://ftp.gnu.org/gnu/grub/grub-2.02-for-windows.zip ? Or is there a way to
build and install in Windows without a livecd, another kernel or any
program?. Resuming, i want to modify grub source code to add a few
functions and build an .exe to directly install on Windows.
