Files in /etc/grub.d are executed by grub-mkconfig and their output is 
put into grub.cfg. So you need to do something like

echo "insmod keylayouts"
...

Or you can add those lines to /etc/grub.d/40_custom (read comments in 
the beginning of this file); and if you have sufficiently new grub or 
your distro supports it, add those commands to /boot/grub/custom.cfg - 
this file is sourced at boot time.

Note that only at_keyboard driver supports custom layouts, so you will 
need to switch to it:

terminal_input at_keyboard

You can also set GRUB_TERMINAL_INPUT in /etc/default/grub.
