TSC is not constant on multi-core X86

We are using an Atom D410 CPU (single core). We intend to upgrade to an Atom D510 (dual core). On the same system, the D510 takes about 60 seconds longer to exit GRUB.

I thought the issue might be the TSC being unreliable in the dual core CPU but they (D410/D510) both have the "constant_tsc" flag set in /proc/cpuinfo.

Does anyone have any information that might help me figure out what's going on?
