Solved.

My simple mistake: the config file name was wrong (grub.cnf instead of 
grub.cfg). Hard to spot...

Now it works flawlessly. Even the partition order doesn't matter.
(I had added the boot partition only later for grub, as it was not required for 
legacy grub).
