Not sure, but I did some testing.
I booted the mentioned RIPLinux 13.5* using the same hardware, but
different boot loaders.
The results are:
 - grub2 on fat32 : 7 seconds for kernel, 185 s for initrd
 - grub4dos / NTFS : 2 + 27 seconds
 - syslinux : 1 + 27 seconds
 - LILO : 29+1 seconds

I get similar results on a second PC.


* - I did I slight modification, by recompressing the roofs.cgz with
XZ compression. Otherwise it wouldn't boot from an USB stick.
I would hang during initrd decompression.
