OK now it's clearer.
Your RHEL install has a /boot partition (hd2,1) but root is (hd2,2) so
the entry in grub.cfg should be possibly:-
menuentry 'RHEL' {
set root=(hd2,2)
linux (hd2,1)/vmlinuz-2.6.18-194.el5
initrd (hd2,1)/initrd-2.6.18-194.el5.img
}
Unlless I missed something ;-)
