Cannot boot without tty attached to serial console

I'm trying to boot grub with a serial console on a soekris net_5501, and it won't boot unless there is a console attached (wires plugged in, and active terminal session at the other end of the cable) using "serial  --unit=0 --speed=19200 --word=8 --parity=no --stop=1"

 I tried "terminal --dumb --tmeout=6 serial" but grub complains that "terminal" isn't a valid configuration option

The box never boots, but as soon as I plug it the serial cable, it draws the grub menu and boots fine.

GRUB 1.98+20100804-14 on Debian (squeeze )
