Windows has two schedulers: at (command line) and the "Planned Tasks"
(GUI). You could setup a batch file that copies HELLOs from one machine
to others ("copy *.* \\other_machine\hosts\") and execute it through one
of these schedulers.

Any webserver with CGI support: Apache, IIS, maybe thttpd, maybe fnord, ...
