No need to chmod. Just use ". bootstrap.sh" (note the space after the dot).

I'd not advise that -- who knows, CVS might by accident contain an "rm -rf /"
in bootstrap, I make no guarantees... GNUnet should always, always work
without needing root at all. Period.

The problem is that gettext 0.12 is found AND that you are using the CVS
version. For people using CVS, gettext 0.14 is required, only when you use a
release version you can get away with not having gettext (or possibly an
outdated version). And yes, 0.14 is out, try ftp.gnu.org, your mirror is
out-dated.
