Menu Edit -> Replace -> Replace Regexp can't be invoked by C-M-%

I am using US keyboard, and I could never invoke C-M-%, it simply
remains without function.

On which keyboard is that supposed to work?

Who actually uses keyboard to invoke replace-regexp?
