NEWS file and translation for emacs android

it seems NEWS file is not available for android version. and providing changelog for android [ 1 ] might be too much [ personal opinion ]. also where and how should emacs must be translated? or add instructions on CONTRIBUTE [ 2 ]. not filing issue, perhaps i failed to notice.....
