From vc-cvs.el: (defalias 'vc-cvs-make-version-backups-p 'vc-stay-local-p "Return non-nil if version backups should be made for FILE.")So, read up on vc-stay-local-p (the function), then customize vc-cvs-stay-local or vc-stay-local (the variables). E.g.
