The css-mode.el included in nXhtml should be the same as that in Emacs CVS. However it might still be the problem if you are using an older version of nXhtml. (And I will include a check if there is a css-mode.el in the Emacs tree.)
It sounds a bit strange that you are using mmm-mode with nXhtml. It surprises me if that works with for example nxhtml-mode. nXhtml includes mumamo.el which supports multiple major modes.
