You might want to try upgrading to Emacs 21.3, which was released
almost a year and a half ago (and almost 3 years after 20.7) and which
contains numerous changes to ange-ftp.el since 20.7.

But I suspect the problem is between the Windows ftp client and the
Solaris ftp server.
