You could do something like:
(defun my-setup-minibuffer-abbrev ()
...)
(add-hook 'minibuffer-setup-hook 'my-setup-minibuffer-abbrev)
You could even check minibuffer-completing-file-name in
my-setup-minibuffer-abbrev so the abbrev is only active when entering
a file name.
