problems with set-mark-command

Hi all,
I am working via telnet with:
GNU Emacs 20.7.1 (i386-redhat-linux-gnu, X toolkit)
of Wed Oct 11 2000 on porky.devel.redhat.com
When I set a mark with ESC-@ it will not be set at
the actual position of my cursor
but somewhere else.
The documentation says it would be
set at the cursor position.
Could the reason be
that I work via telnet ?
Is there another way to set the mark correct?
( I tried the command directly, no success )
My Telnet Version:
Microsoft (R)Telnet
Version4.0(Build 1381: Service Pack 6)
