What you describe is likely done by a mode using font lock. Modes and
font-lock are all explained in the GNU Emacs Lisp Reference Manual.

I noticed various programs that displayed
different colors for various components
of a program....
like blue for comments,
red for preprocessor directives
and green for statement blocks, etc.
Is there a way to get colorized language
modes in Emacs?? Does it exist already??
