Most likely the problem is that smrsh is blocking the execution on queue-pr.
Hans-Albert Schneider has the steps to configure smrsh (it's easy) on the
FAQ: http://www.gnu.org/software/gnats/doc/faq/gnats-faq_3.html#SEC23
