Major Gnatsweb commit

Today, I committed Dirk Bergstrom's jumbo Gnatsweb patch for the v4 branch 
of Gnatsweb to the new Gnatsweb repository (see 
http://sources.redhat.com/ml/gnats-devel/2001-q3/msg00000.html).

The patch makes Gnatsweb much cleaner as a Perl program, it makes it a 
great deal more robust and far more customizable. All in all, it brings us 
near the goal of a production-quality Gnatsweb for Gnats 4. However, three 
or four medium-impact bugs remain, and the primary focus will be on getting 
these fixed soon.
