Hmm...not sure I'll be able to help much...but my inetd.conf has the
following line:

support stream  tcp     nowait  gnats   /usr/local/libexec/gnats/gnatsd
gnatsd

and my /usr/local.../gnats-db/locks directory is:

drwxr-xr-x   2 gnats  wheel      512 Jul 20 08:04 locks

gnatsd is running as user gnats. 

I've tried varios permissions to the locks directory, but no matter what I
do it always result in the "Permission denied" error. 

What puzzles me a bit is that the lock file is created as soon as I click on
"submit edit", but it is given -rw-r--r-- permissions (where user & group is
gnats). But if you use edit-pr from the command line, the lock file is
generated as soon as you hit enter and not released before the edit session
is ended, and the permissions are -rw-r--r-- with root as user, and <user>
for group (logged in as <user> ).
Shouldn't the lock file be generated when you start editing the PR and
released once you click on "Submit-edit"?

What about the gnatsd process?  What user is it running as?  gnatsweb.pl
just talks to gnatsd to do its work (at least that's how it works in my
configuration)

I've set up gnats v3.113 and gnatsweb 2.6 on a RH 6.2 Linux box. 

Everything seems to work fine except for editing PRs from within the
Gnatsweb interface. Once I click on the "submit-edit" button, the following
error is produced:

Error:GNATS server cannot create lock file: Permission Denied.

This error is produced when I set /usr/share/gnats/gnats-db/gants-adm/locks
with owner as gnats. But even though the error says it cannot create the
lock file, a lock file is produced in this directory.

However, with the default installation (installed as a RPM binary) the locks
directory did not exist. After giving locks/ the same permissions as the
rest of the gnats folders, Gnatsweb comes up with the following error:

Error:Cannot create lock file /usr/.../gnats-adm/locks/xx.lock where xx is
the PR number.

Using edit-pr on the command line as a standard user works fine, so the
problem must be with Gnatsweb and the permission settings on the locks
directory. Can anyone tell me what it is supposed to be? 

Apache is running as user/group nobody.
