a Java binding for GLPK is available as project
GLPK for Java at
http://glpk-java.sourceforge.net/

If you are using Ubuntu or Debian you can install package
libglpk-java.

If you are using Windows you can download precompiled
binaries from
http://sourceforge.net/projects/winglpk/
