I don't know why, however, for the instance N-t65d11xx from
http://heur.uv.es/optsicom/LOLIB/ the optimal solution is 237739 indeed.
The instance t65d11xx, which I posted to the list, was downloaded from
http://comopt.ifi.uni-heidelberg.de/software/LOLIB/ , and its optimum is
283971.
