Probably you downloaded from a wrong site.

GLPK distribution can be ftp'ed from <ftp://ftp.gnu.org/gnu/glpk/> or
from some mirror ftp sites; see <http://www.gnu.org/order/ftp.html>.

For installation instructions see the file INSTALL included in the
distribution.

FYI: The most recent version of glpk is 4.17.
