This comment reminds me that I used to have this problem when I was
using a VPN to connect to a remote network.
I'm assuming that when you disconnect from the network, you still had
a buffer referencing a file on the network. So Emacs tries to
determine whether the file has been updated, and gets hung until the
disconnected network connection times out.
It was a while ago, but as I recall the fix was simply to kill the
buffer trying to connect to the remote server.
