Great. I think that's essentially what I did too (on some machines). I also haven't done any of that on some and it worked. I don't know when those steps are necessary, but as a "if it doesn't work, try this" procedure it's good.
Addpm could be modified to add the app id when it creates the shortcut, and eliminate step 2.

I got this to work as expected, as follows.

1. Use the AddPm program to create the shortcut. I ran it as an administrator. The shortcut was added to "c:\ProgramData\Microsoft\Windows\Start Menu\Programs\Gnu Emacs\Emacs.lnk."
2. Use win7appid to set the App ID of the Emacs.lnk to GNU.Emacs.
3. Start Emacs using that shortcut.
4. Pin to the taskbar.
