If the 091103 is supposed to be a date, that looks like quite an old
development build. Maybe you'd have better luck with a more up to date
build like Emacs 24.2 from http://ftp.gnu.org/gnu/emacs/windows/

Do you use Left Control and Right Alt?
What is `w32-recognize-altgr' set to? (C-h v)
